Angola is heavily reliant on imported refined products, despite exporting 90% of its own crude with no value creation. Local production covers only 20% of consumption and there is limited domestic refining capacity.
A partnership between Gemcorp (90%) and Sonangol (10%) for a new oil refinery in Cabinda operated by Imbono. The Cabinda Oil Refinery was inaugurated in September 2025 – producing 30,000 barrels per day in the first phase and moving to 60,000 barrels per day in the second phase.
Cabinda will increase refined products supply, adding value to Angolan crude. Reduced imports should expand foreign reserves, and the refinery will create thousands of jobs – a major boost for Angola’s energy security.
